A body formed to campaign politically, especially on a particular issue. Exemplified in South Africa by civics, localized grassroots organizational structures located outside formal governmental, party political or development agency institutions, which emerged in the late 1970s and early 1980s and sought to address local grievances with conditions of daily living.
